You want to help as an Amateur Radio operator in an emergency.
That's great. Sometimes that help is needed, sometimes not.

Here's a typical comparison:

It IS needed if you:

1. know/are trained in the ICS
2. know and understand Prowords
3. understand/use tactical calls
4. are service-to-others oriented
5. know tactical/FCC identification
6. are talented net control operator
7. are experienced traffic handler
8. can take directions amiably
9. can work with others under stress
10. willing to go where assigned
11. willing to respond as called
12. willing to learn/change

It is NOT needed if you:

1. don't know Incident Command System
2. didn't learn the Prowords
3. don't like or use tactical calls
4. are ego driven w/your own agenda
5. overly & unnecessarily identify
6. have no net operating experience
7. don't like to handle traffic
8. resist direction / insist your way
9. have difficulty working w/others
10. don't want to leave home
11. only serve at your convenience
12. not willing to learn and change

Obviously, there can be exceptions. An example is #9 above. A hermit, skilled in other areas, might be an excellent remote relay station operator if there are no others with whom he might have difficulty with at his location. There are many other areas of comparison, but the above is worth considering in relation to your ideas of emergency communications.

Bagaimana kita sebagai warga radio amatur bersedia menghadapi bencana?

Salam perpaduan salam muhibbah kepada semua warga amatur radio.

Di sini dilampirkan satu senarai panduan keperluan yang diperlukan oleh kita bagi menghadapi bencana.

1. Alatan radio Handy / Rig

2. Antena mudah alih

3. Pekakas keperluan asas penyelengaraan radio seperti SWR meter, power supply dll

4. Pakaian dalam dan pakaian persalinan yang secukupnya sekurang-kurangnya 2 persalinan.

5. Ubatan yang sesuai : ubat penahan sakit/panadol, minyak angin, ubat kuning, plaster, dll yang sesuai/ first aid kit untuk diri sendiri.

6. Buku Nota kecil dan alat tulis yang sesuai.

7. Tag Nama / Kad keahlian / Kad Bulan Sabit Merah Malaysia

8. Makanan dan minuman untuk diri sendiri ; air mineral water 1 liter, biskut kering, mee segera dll untuk tempoh 24 jam pertama.

9. Baju Hujan

10. Pisau serbaguna , lampu suluh

11. Wang tunai untuk beli prepaid / lain-lain kegunaan dalam jumlah RM20 minimum.


JIKA ingin info lanjut boleh dapatkan serba sedikit maklumat di sini bagi pemahaman. Mungkin boleh membantu anda memahami lebih lanjut bagaimana persiapan yang patut kita adakan untuk diri sendiri dan kumpulan. Ia terkandung dalam Personal Disaster Preparedness

TETAPI kaedah dan situasi adalah berbeza-beza dan ia merubah segalanya. Jadi kita pandai sesuaikan diri bagi menghadapi sebarang situasi.

Apa yang penting adalah kerjasama dan sama-sama meningkatkan pengetahuan dan dibuat penyelarasan agar ia sekata dan terancang dengan baik. Ini menjadikan aktiviti yang kita laksanakan itu berjaya dan mencapai matamat bantuan yang hendak kita hulurkan.

Khidmat untuk masyarakat kerana masyarakat adalah kita dan kita wujud dalam masyarakat.



Bagaimana kita sebagai warga radio amatur memberikan bantuan komunikasi ketika bencana melanda?

Salam perpaduan, salam muhibbah.

Bagaimana boleh kita membantu?

Hadirkan diri ke pusat pemindahan dan laporkan diri anda kepada Pegawai Komunikasi Kecemasan Negeri yang bertugas dilokasi kejadian / pemindahan untuk mendaftar dan menjalankan tugasan / menghulurkan bantuan.

Pastikan pusat pemindahan yang dikunjungi itu adalah dalam kendalian Bulan Sabit Merah Malaysia Cawangan Negeri Johor.

Setelah mendaftarkan diri anda, anda dikehendaki memastikan jaluran / frequensi yang hendak digunakan mengikut kesuaian anda dan pada kadar asasnya membuat pengumuman bahawa jaluran akan digunakan pada waktu kecemasan untuk penghantaran maklumat atau info ke BSMM Ng Johor.

Banyak lagi perkara yang perlu dilaksanakan dan ia dijalankan secara berperingkat dan satu persatu mengikut susunan yang diarahkan. Untuk pengetahuan lebih lengkap hadirkan diri anda ke Majlis-majlis atau perjumpaan ADEC Johor yang dijalankan. 

Satu sesi penerangan berkenaan SOP Komunikasi Kecemasan akan dijalankan dan dijangka pada 9 Disember 2009 jam 9 pagi di Pejabat Bulan Sabit Merah Malaysia Cawangan Negeri Johor, Jalan Bacang, Tampoi, Johor Bahru ( bersebelahan dengan Balai Polis Tampoi).

Diharap semua warga amatur akan hadir bagi penjelasan lanjut dan mendaftar sebagai ahli bulan sabit bagi melayakkan diri anda menjalankan aktiviti komunikasi kecemasan dibawah kendalian bulan sabit johor. Bukan tidak boleh tidak hadir tetapi penjelasan disini akan memastikan keseragaman bentuk komunikasi kecemasan yang akan dijalankan dan langkah-langkah yang patut diambil bagi memastikan info dan maklumat dapat disalurkan dan memberi faedah secara keseluruhannya kepada masyarakat yang menghadapi bencana. Harap dapat kerjasama dan sokongan penuh daripada semua warga Ham.

Basic Emergency Communication Practices


Basic Emergency Communication Practices
The following basic guidelines are a starting point towards being a good emergency communicator: 
• Listen before transmitting. 
• Use standard ITU phonetics. 
• Use 24-hour time format. 
• Accuracy is the first priority, rather than speed. 
• Be clear and concise by not using unnecessary words. 
• Talk across the FACE of the microphone. 
• Transmit messages exactly. 
• Always transmit FACTS rather than hearsay. 
• Stay alert -- take breaks when needed. 
• Always know your location. 
• Avoid using Q-signals or 10-codes in voice transmissions. 
• Speak slowly and clearly, with little emotion in your voice. 
• Use tactical call signs whenever possible. 
• No wisecracks or jokes on an emergency net. 
• Never transmit the names of deceased individuals over a voice channel. 
• Read every message before transmitting it. If you have questions about what is being communicated, get clarification from the originating party. A good message will never require the recipient to ask for additional information.


Pro word Dictionary for Emergency Communication
To facilitate efficient communications, the following procedural words, or "pro-words", were developed for use in emergencies, and by other communicators, such as air traffic controllers. 
• AFFIRMATIVE means "Yes" or "I agree" or "Permission granted." 
• BREAK means you have emergency traffic that must be passed immediately. 
• CHECK BREAK means you are pausing to verify that the receiving station has copied your      message. An appropriate response from the receiving station would be "COPY." 
• CLEAR or OUT means your transmission is completed and no answer is required or expected. 
• CLOSE means you are shutting down your station and can no longer be contacted. 
• COPY THAT or ROGER means you have received the transmission satisfactorily. 
• CORRECT means you acknowledge what was transmitted as correct. 
• CORRECTION means an error has been made and the transmission will continue with the last   word correctly transmitted. 
• DECIMAL indicates a decimal point. 
• DISREGARD means an error has been made in the transmission that is in progress and you are   to completely ignore this transmission. 
• FIGURES means that the following words are to be copied as numbers. 
• I SPELL means you will spell the following word(s) phonetically. 
• NEGATIVE means "No" or "I disagree" or "Permission denied." 
• OUT or CLEAR means your transmission is completed and no answer is required or expected. 
• OVER means you are finished with your transmission and the other station is expected to reply. 
• ROGER or COPY THAT means you have received the transmission satisfactorily. 
• SAY AGAIN means you want the last message to be repeated. You may include a modifier to have part of a message repeated, as in the following examples: 
    o "Say again ALL AFTER __________" 
    o "Say again ALL BEFORE _________" 
    o "Say again WORD AFTER _________" 
    o "Say again WORD BEFORE ________" 
• STANDBY or WAIT means you are not yet ready to copy. You may include a time modifier, such as "Standby one." 
• THIS IS means the transmission is from the station whose call sign follows. 
• WAIT or STANDBY means you are not yet ready to copy. You may include a time modifier, such as "Standby one."

ADEC JOHOR provide the public service community


Emergency Communication, ECom, is an opportunity to provide the public service community with trained Amateur Radio operators who will have a consistent level of expertise in Emergency Communication no matter where in Malaysia they live.

It is evident that there are areas in the Malaysia that have few opportunities to train operators in disaster communication. This program will provide consistency in technical training where ever the person lives. The added benefit comes in that it will be easier to ensure the students understand the attitudes necessary to interface with the public service community in a manner which is beneficial to all.

There are many personality types in Amateur Radio, some of which lack the necessary knowledge to participate in a positive manner. These people simply need guidance and assistance to understand what the position of Amateur Radio is in public service.

The goal of ADEC JOHOR is to provide consistently knowledgeable communication people who have a very positive, service oriented attitude.


Attitude:

Please note there are 2 questions on the first EmComm test that are related to attitude. You MUST answer them BOTH CORRECTLY in order to pass the test!  

Before you begin the technical material involved in learning about Emergency Communication (ECom) it is imperative that you understand your knowledge in ECom is not actually as important as your attitude, during emergencies.

Yes, technical ability will enable you to do a far better job of communicating. But your attitude will determine the success of the overall Amateur Radio effort. The person who brings a "know it all" or "Cowboy" attitude will only hamper relations with served agencies.

The people you will be serving - remember that word - are professionals that have seen far too many people more interested in impressing someone than in getting the job done. You will actually impress them far more by being as quiet as you can and doing your job well. Results, without interference of served agency people, will cement relations with your served agency.

Simply stated, ECom requires an explicit mental commitment to help others. Please read that again. A commitment to help others. To be effective in ECom you will be required to expend significant effort and time in training and practice. Many say "I did that before, so I don't need to practice". This is not true. It will take time a lot of time, if you are to be successful. If you are willing to spend that time, WELCOME!

Hams are patriotic, independent people and they are volunteers. The attitude among a few hams is that 'Volunteers don't have to take orders.' That's absolutely correct. We don't have to take orders. But if you are not ready to follow instructions, you may want to do something outside of ADEC.

By the way…Do not adjust, play with or fiddle with any piece of equipment in use for an event, during that event, unless it is malfunctioning. Remember, and incident scene is not about radios and being a Ham, it’s about the incident and YOU will either be part of the problem or part of the solution

What is a Communications Emergency?
The easiest way to think about a communications emergency is to begin by using the definitions used in the Incident Command System (ICS) (see the ICS Overview]. "We will define an incident as any planned or unplanned occurrence or event, regardless of cause, which requires action by emergency service personnel to prevent or minimize loss of life or damage to property and/or natural resources."

We can see that during a large scale event it would be possible to have enough information (traffic) flow that the emergency service communications could become overloaded to a level that it would fail to function as required by the incident.

What defines a communications emergency? 
When normal communications processes are inadequate to handle the information flow required to service an incident as defined in the ICS 

What role does Amateur Radio serve? 
Our primary role is to support the emergency management community (responders, relief and recovery agencies) with communications during times of emergency and disaster when normal communications are unavailable or overwhelmed.
